Mistakes of last six decades ?
Dalip Singh Wasan, Advocate.

There had been something wrong and because of which we could not attain our goals which we were dreaming when we were fighting our war of independence. When we, the people of India examine our situations and conditions, we come to the conclusion that we had been committing the following wrongs during the last six decades and there seems no way out and we are still committing the same mistakes and wrongs. Time has come when we should examine our position and we must try to write off all these difficulties. The mistakes are enumerated below:-
(1) We had divided the country into states and that was the first wrong we committed. When we have got a Parliament and every part of India is represented in that house, there was no necessity of setting up state legislative assemblies just to create two sets of laws countering each other. If we have one citizenship, there should have been only one Parliament. This is the question on which the people of India must concentrate and they must decide whether the states legislative assemblies should be there or those must be abolished.
(2) It was the duty of the government to have a look on the people of India first and had they gone through the conditions and situations of the people of India, they must have come to the conclusion that the people of India are not having proper education, proper training and proper adjustment at work and they are not bringing proper money in their houses and that is the reason they are still poor and backward. Had the state looked into these basic weaknesses of our people and had they started correcting all these weaknesses, we could have solved all the basic problems of the people of India. We could not understand that a great country means great people and not buildings, roads and bridges. We have done something in constructing schools, bridges, roads and buildings, but when we have a look on the people of India, we find them still illiterate, untrained, unemployed, poor, houseless, utilizing open spaces for easing themselves, wearing rags, beggars and the like and all these problems should have been taken first. But the people on chairs took more interest in construction work because they were getting proper commissions and had they taken up the cause of people of India, chances of collecting money through scams, scandals, muddles, bribes and corruption would have been lower. So the people in chairs adopted the better course and that is the reason they have turned rich and the people are standing there from where they had started in the year 1947.
(3)The present system of election and present system of forming political parties is not on the right side. These political parties are not based on principles, but we have noted that some people come together and they form a co-operative society distributing offices and then they collect some people around them and start taking part in election. We have seen people running from one party to another party and sometime we find people establishing their own party. These parties are not having any principles through which they want to solve the problems of the people of India. These are running just on slogan system and these slogans are implemented during the tenure and then they sit in opposition. We could not reduce the parties into two or three and therefore, time has come when we should pass a law and establish three party system in India. Only legislation can do because more and more people from one family are coming forward and there are chances that we shall be under family rule once again which is totally against the principles of democracy.
(4)There should be elections only once in span of five years and there should be no mid-term poll in India. The election system is costly and repeated rehearsals is not the proper way. Once the people who join in alliance should not be allowed to withdraw during the tenure of five years and similarly when there is a vacancy, the work should be given to adjoining state representative and there should not be a bye election.
(5) We should introduce shadow cabinet system and ministers should be elected directly by the people and this work should not be given to the Prime Minister who is obliged to appoint ministers not on the basis of merits, but he is obliged to obey the force of the components and thus people are appointed ministers who are not capable.
(6)We should assess the properties of each member at the time of election and at the time of his ousting from the house and if something is found over and above over his earnings, those should be confiscated immediately without any delay and no one should be allowed to enjoy and make merry on the wealth of the people who created the same.
(7) All natural resources should be nationalized and no resource should be with the state because the states are fighting like two countries on these resources.
These are some of the measures which should have been taken at the first instance and we have failed and during all these six decades, these factors had been playing havoc with us. Time has come when we should consider all these points one by one and we must correct these mistakes and if we really do this work now, we shall be something in the coming fifteen years.
